Centre of Procurement Excellence - North WestDraft Terms of ReferenceVision: The Centre of Procurement Excellence will develop and deliver efficiencies and service improvements to the citizens of the North West Region through increased strategic procurement and joint or collaborative working. Project Aims and Objectives: The Regional Centre of Excellence for Procurement for the North West will act as a catalyst for improving procurement, collaboration and partnering in order to deliver improved and more efficient services across local government and ultimately the wider public sector in the Region by: 1. Achieving the milestones set out in the National Procurement Strategy 2. Developing and implementing a common procurement policy and strategy which will deliver the following outcomes: - significantly reduce cost of procurement - significantly improve value in goods and services - significantly improve value in works - develop local economies including healthy voluntary and community sectors - achieve the objectives as outlined in the National Procurement Strategy for all North West Councils 3. In seeking to deliver the above, opportunities would be sought for: - joint commissioning - partnering arrangements with other public sector partners, with private businesses and with the voluntary and community sector - sharing knowledge, information and expertise. |
