Members Involvement

Thank you to those who have given details of their lead members. To
those of you who have not please do as soon as possible as we are to organise
some events for members leading to governance arrangements.
Workstreams/Projects

It is worth remembering that we have agreed that workstream activities
should be project-based with specific time limited deliverables. We have
submitted a number of projects to the ODPM, as requested, for specific extra
funding and we are awaiting a response. However this does not mean that the
door is closed to further projects. In fact quite the opposite. Workstream
leaders will be launching their workstreams very shortly and agreeing their work
programmes and priorities taking into account the Business Plan deliverables.
Again as a reminder the following heading need to be addressed in putting
forward a project:
1.
Background and Rationale
Please describe the ‘baseline position’ into which this project will be
delivered. This should include the headline indicators which the project will
change, and demonstrate clearly the need for the project, and benefits which the
project will bring.
2.
Aims and Objectives
Please set out briefly the strategic aims and
objectives of the project. These should support the strategic objectives set
out in the business plan.
3.
Project organisation and approach
Please set out how the project will be
organised and managed, including who is accountable, and what are the reporting
lines.
4.
Partnership, collaboration, and linkages
Please set out the partners involved and the
extent of their commitment to the project and the local authorities who will
benefit from the project.
Please also explain how it links with, and complements other initiatives
programmes in the region/ nationally – for example, other efficiency savings
initiatives.
5.
Deliverables (outputs and outcomes)
Please set out what the project will deliver
in terms of key outputs, and what the expected outcome of the project will be.
6.
Roll out
Please describe the plan for implementation
across the region, and for dissemination, regionally and nationally.
7.
Funding and Resources
Please set out – the costs of the project
(broken down into elements), the contribution by the lead authority and partners
and any request for funding.
8.
Risk assessment
Please identify the key risks of the project,
how important they are, and how, and who will manage them.
9.
What is the additionality?
Please describe what additionality the project
will bring. This should make reference to the baseline position described
earlier.
10.
Monitoring and review
Please set out the key milestones for the
project and the key performance indicators and targets.
11.
What is the forward strategy?
Please describe what the legacy of the project
will be, and how it might continue (sustainability).
12.
Exclusions
Specify things which are not included which
might reasonably be expected to be included.
Approaches from Suppliers
3. We do want to encourage involvement from business, especially those with
employment bases in the North West. We will, as quickly as possible, put in
place a web-based gateway for that purpose so that we have two-way
communication. In the meantime businesses can email the website
nwcope@tameside.gov.uk.
4. As expected we are being asked to advertise and endorse seminars and
services etc. on the Centre’s website, often on the argued basis that all the
other Centres are doing this. We will not agree to these requests unless there
is some specific justification.
5. There are also some small signs of suppliers wanting to clinch deals at
good prices and so segment the market before we get organised. This is
something we need to watch as it inevitably will happen more as suppliers awaken
to the changes we are putting in place.
