Contracts Register

 

As part of the Framework Agreements workstream we are undertaking a key piece of work to collect and analyse contract information for all Local Authorities in the North West.  We will be looking at the commodity areas, start and end dates, values, suppliers etc.

 

This data will deliver an analysis, which can be used by the region and individual authorities to:

  • Identify collaborative framework agreement opportunities;

  • Identify gaps in the contract portfolio of individual organisations leading to quick wins by taking advantage of existing procurement arrangements;

  • Give a snapshot of the spend in the region

  • Meet one of the key targets of the National Procurement Strategy.

A model contracts register, which you can use to record the data for your organisation in as much detail as you are able, can be found by following this link – www.nwce.org.uk/contractsregister.xls   An example of a fictitious completed template for bread and milk contracts is also available on the website.

 

Alternatively, if you currently have completed contracts register in a different format please feel free to submit this.  At the moment we wish to focus on contracts over a value of £50,000, although should you have information on contracts under this figure readily available (i.e. in a completed contracts register) please feel free to include this information.

This template has been designed, and is being used, following work on contracts registers being undertaken by all of the Merseyside authorities, and Wirral MBC in particular, and they have agreed to its distribution throughout the North West as a good practice example.

 

 

Public Transport and Sustainable Food

 

Garth Goddard will be seconded from Cheshire CC with effect from 1st September 2005, to project manage the national lead that NWCE has on local public transport. The Director of procurement in the DES for children's services, Ian Taylor, will co-sponsor this project as a large proportion of spend on transport relates to children. This is an extremely complex area and Garth will be in touch with key players in the region following the commencement of his secondment.

 

Ian Taylor has also indicated that he would wish to be involved with the proposed project with North West Food Alliance, to let framework agreements for food for the whole of the public sector in the North West. A good proportion of the expenditure is on school meals.

 

 

Analysis of Annual Efficiency Statements - Update

 

Analysis of the forward looking Annual Efficiency Statements to identify common areas that local authorities are looking to make savings in will be completed shortly, and will be available to all authorities via our website. It is extremely important that this information is presented in a way that is useful to all authorities. As such, a question has been posted on the websites ‘general discussion forum’, asking for views on this. PLEASE visit the site, and provide some input.

 

ODPM have now received all the backward looking AES's for 2004 / 05 and once these have been passed to us, we shall be performing some analysis to identify how authorities have made savings.  Examples of good practice should result from this data, and this will be communicated across the region to assist authorities in reaching their targets.

 

 

Framework Agreements Workstream

 

The second meeting of the Framework Agreements meeting has been arranged and will take place on Tuesday 23rd August 2005 at 10.00am at Huyton Civic Centre, Knowsley.  Lunch will be provided following the meeting at 12 noon.
