NWCE Procurement Programme Board
The Procurement Progamme Board, Chaired by Richard Paver, Treasurer of the City of Manchester, had its first meeting on 26th April. A key decision was to agree to develop a five year programme which would deliver a value for money target of 12.5% of procurement spend across the region. Purchase to Pay Initiative for Cumbrian Authorities

Pioneering e-auctions slash costs of goods and services Figures compiled by the Regional Centres of Excellence reveal that e-auctions can dramatically cut the cost of council goods and services, by an average of one quarter and by much more in some cases. Results from the first wave of the national programme of e-auctions show that they delivered an average saving of 27% - the difference between the baseline cost and the final bid tendered in the auction. The nine e-auctions held in 2005/06 generated savings of £12,886,000 from an outlay of £137,000 to set up and run, a gain of £94 on every £1 spent. London insurance company set for go-ahead A green light has been given for the creation of a first-ever London local government insurance company, a move which could have far-reaching implications for local government insurance. The London Regional Centre of Excellence (LRCE) has approved funding of £115,000 to set up the guaranteed insurance mutual which will be owned by participating authorities. It will be open to all 32 London boroughs, the Corporation of London and the Greater London Authority. For further information please click here.

NWCE High Cost Placements Launch Event 10th May 2006, Tickled Trout Hotel, Preston
The North West Centre of Excellence’s Health and Social Care workstream is tasked with investigating the opportunities for efficiencies, service improvement and collaborative procurement in the region. As a part of its work it is supporting a high cost placement project to review cost, quality and appropriateness of activity in respect of adults with learning and/or physical disability in the North West.
The project aims to: · Map all adult care placements in excess of £500 per week for people with learning and/or physical disabilities. · Identify characteristics/needs of people placed. · Establish costs, contract types and funding contributors · Provide baseline information for service and system development · Stimulate collaborative action amongst commissioners in the region.
The launch event for this project has been arranged for 10th May 2006 at the Tickled Trout Hotel, Preston. Key personnel from those local authorities involved with the project have been invited to attend. Places are limited, but if you feel your authority should be represented at this event please contact Bev at NWCE.
