Annual Efficiency Statements (AES)

3.           As you will be aware, the 'forward looking' Annual Efficiency Statements have now been submitted to the ODPM. The Centre would like to support Authorities in achieving their target by looking at the procurement areas that are anticipated to deliver efficiencies and seeking out best practice and potential collaborations in these areas. If you would the Centre to support your Authority in this way then please forward your anticipated procurement efficiencies to Beth Loudon beth.loudon@tameside.gov.uk  with as much detail on what the project/initiative or call on 0161 342 4080 if you would like to discuss this further.

4.           In addition if there are other non-procurement areas of your AES which you think the Centre could support you in delivering through exploration of best practice and potential joint arrangements, for example in the delivery of your corporate or transactional services then please contact Miranda Carruthers-Watt by emailing nwcope@tameside.gov.uk

Workstreams

5.           The next E-procurement workstream meeting will be held on 24th June. Details on venue and agenda to follow. It is anticipated that this will be a full day event. If you are currently not a member of this workstream but would like to be involved please contact shelley.taylor@tameside.gov.uk

Car Leasing – Collaborative Approach

6.           We have had a number on enquiries regarding the purchasing/leasing of Council Vehicles.  The most recent is outlined below.  If you are interested or have any information you would like to share please contact the Centre by emailing nwcope@tameside.gov.uk.  We will collate your responses and coordinate the way forward with this.

Kevin Cliffe, Purchasing Manager, Vale Royal Borough Council

We would like to know of any initiatives being undertaken or have been used in the past. This may have been where a number of Councils jointly obtain lease cars and enables them to receive a rebate from the lease company.

Inter-Authority Trading Agreements

John Rosier   - St Helens

We would be interested to know of the existence of any inter-authority trading agreements or protocols which may already exist.

This enquiry stems from exploratory work being undertaken in St Helens, which some members of the Learn Together Partnership are undertaking in respect of brokerage of services to schools.

ONLINE RECRUITMENT IN THE NORTH WEST

Half-day workshop (9.30 - 1.00) for Chief Executives and

Senior Officers in HR and e-government

10 June 2005 at the Town Hall, Manchester

Like it or loathe it online recruitment is here to stay as more and more organisations look to increase the efficiency of their recruitment processes.  For local government the question we have to answer is, "is online recruitment a better alternative to half-page adverts in the national or local press and a more cost efficient way of recruiting people?"

To help you make your mind up North West Employers and NWeGG have got together to organise a free half day workshop to look at the future of online recruitment in the North West.

The workshop will cover the following:

·       How online recruitment can meet efficiency targets
·       Using e-recruitment to support local and sub-regional implementation of the Pay and Workforce Strategy
·       Making the business case - a look at the Greater Manchester/Zen and London Connects/Jobsgopublic initiatives
·       The spin-off benefits of on-line recruitment
·       Providing opportunities for authorities to work together

A full programme will be sent to those authorities that register on the event.

The workshop is not about selling a particular approach it is about examining critically the case for online recruitment.

For your free places (max. 2 per authority) at this important workshop please register at
